High-Visibility Clothing

The Rail Safety and Standards Board has produced a standard for the UK rail industry that applies specifically for work carried out on the lineside or on or near the line on the UK railway network.
The standard is based on a general risk assessment of the conditions for those working on or near the line or on the lineside in the UK. On the basis of the risk assessment, the criteria of the RIS-3279-TOM standard impose additional requirements for high visibility garments that are already certified to the EN ISO 20471 standard.

The RIS-3279-TOM standard does not permit high visibility garments in Class 1, and only fluorescent orange is included. The RIS-3279-TOM standard is much more precise about the orange colour that is permitted than the European EN ISO 20471 standard. The RIS-3279-TOM standard also sets out specific design requirements for vests worn by “Rail Incident Officers”.

The RIS-3279-TOM standard does not provide a basis for certification on its own, but shall be used to complement the requirements of EN ISO 20471. Nor does the standard have any official pictogram for garment labelling.
Conformity to RIS-3279-TOM requirements is ensured by the garment manufacturer’s own control measures.
